According to Articles 62 and 63 of the Consular Act, an Honorary Consular shall issue a Certificate of Return (CoR) to Estonian citizens. The documents are issued in cases when the travel documents of applicants are no longer useable- they may have been stolen, lost, ruined or they may be otherwise unfit for use.
